Until the incident when Napoleon ordered the execution of the duc d'Enghien you could argue that the rest of the monarchs of Europe thought they might deal with him, even, eventually, recognizing his dynasty. On the death of royalty however, the conservative forces drew together to eliminate all upstarts.
 
By the way, I didn't get the size from Bramsen wrong, he did show it as 31 mm. The medal I have is definitely 41 mm and apparently the d'Essling catalog felt that they were looking at the right medals at 41 mm as well.
