Vern's Comments:

This is a 48mm white metal example that was double pierced. It was also lacquered which accounts for the dark surface. This is not an uncommon problem with white metal and there are several other examples of the problem onsite.
The legend is so long I was forced to split it in two. In addition BHM describes it as "Inscription on continuous scroll around"(!)

BHM:

AR, AE, WM 48, WM gilt, WM 42 by T. Halliday.
AR (48) RR; AE (48) R; WM (48) N; WM gilt (48) R; WM (42) R.
AM; BM; BMAG; NMI.
Fi. 458 & 59.

This medal (usually the white metal specimens) often occurs pierced or encircled with a brass ring with a loop for suspension. The smaller size in white metal is often simply pierced. See also note to No. 641.
