the Eagle of France erect on the fulminating sceptre. Over the Eagle, a victory on wing, in the act of crowning the bird with a laurel wreath.

Laskey:

The Eagle of France having been victorious under the guidance of the Emperor Napoleon in all his campaigns, a medal was ordered to be struck to perpetuate the same.
