Vern's Comments:

An online site dedicated to Mexican numismatics classifies this as Grove F038a and says in part "But in the case of F038, the purpose of this medal seems to have been for a prize for a literary contest. This seems to be supported by the large numbers that are encountered in lower grades (they seem to have survived in greater numbers as cherished heirlooms)."
