Vern's Comments:

A bit of land that Napooleon played around with for a few years. It finally ended up associated with the Grand Duchy of Frankfurt. Frankfurt struck its coins and the initials BH stand for Johann Georg Bensen, mintmaster for Frankfurt.

Apparently it was ruled by Carl Theodore von Dalberg who was Primate of the Rhenish Confederation and a former elector of Mainz. I would guess that explains the Mainz arms on the obverse. The dates of his rule make very little sense though.
