Vern's Comments:

An anti-revolutionary jeton that extols the virtue of having a monarchy. The hole is as crude a job as I've ever seen; clearly someone took something like a pick and pounded it through from the obverse side while the piece was on something flat and hard. That argues for it being done about the time the jeton was struck.
